?  Indicates a letter or number which could not be determined due to the
   condition of the manifest or handwriting of the original recorder.

18 - both of these letters are even on the line not below or they are above the
    half way like the letters n, u, r, w,.  The r is written like an n.
22, 23 - Here again both letter are above the line and not above the half way
    of the line. like the u, o and i.
