DISTRICT OF NEW YORK - PORT OF NEW YORK
I,? B. Ruland do solemnly, sincerely and truly swear that the following List or Manifest of Passengers subscribed with my name, and now delivered by me to the Collector of the Customs for the District of New York, contains to the best of my knowledge and belief, a just and true account of all the Passengers received on board the Brig Conflict whereof I am Master from St. Kitts. So help me God.
Sworn to this June 17, 1862 (signature) ?. B. Ruland So help me God. Before me xxxxxxxxxx(illegible signature).
List or Manifest of ALL THE PASSENSERS taken on board the Brig Conflict where of ? B. Ruland is Master from St. Kitts burthen 168 tons.
Columns represent: name, age (year/month) sex, occupation, The country to which they severally belong, The Country in which they intend to become inhabitants, died on yoyage.

No one died on this voyage so that column was eliminated.

Passenger Notes:
3   Last letter of the last name is either an h or a k, making the name 
    either Philbrick or Philbrich.
3-4 Occupation is difficult to read due to the quality of the scan. 
    These two passengers have the same occupation.
