Required by the regulations of the Secretary of Commerce and Labor of the United States, under Act of Congress approved February 20, 1907, to be delivered to the United States Immigration Officer by the Commanding Officer of any vessel having such passengers on board upon arrival at a port in the United States.

* The majority of passengers are listed as being from Russia but speaking
  Polish.  
* Most of the place names for birthplaces and for last residence seem
  to be in modern-day Poland.

553-557 Surname could be Rinzajtis or Rivzajtis; language spoken is
         overwritten--seems to be Polish and then overwritten with an "L" and other letters
