 9-13 Country of origin looks like what the transcriber sees; the significance is unknows. 
      The scribe may have wanted to indicate that these passengers were either from the 
      United Netherlands, i.e. the notation is a form of ditto marks, or perhaps it was his
      way of writing U.St.
